Model gateway

• [ ] Add a separate, explicitly billable Run inference test beside the free Test connection action. Require administrator confirmation, state that the request consumes provider tokens, cap output to the smallest provider-supported value, record usage and cost through the governed gateway evidence path, never schedule it as a background probe, and keep its result distinct from non-inference connection health.

Current governance mapping

The current source release uses Organizations, Teams, real user/service-account virtual keys and separate human management roles. Agent is managed application content; deployments own secretless execution access and publisher funding. Observe uses Requests, Traces, Sessions and Usage with separate metadata/content/export permissions. Historical identity terms in this target proposal are not the operating contract.
